SDK Dual Values not returned

If I add a single semi-continuous constraint to any of the decision variables, then no dual values are returned, either for the problem variables collection, or the constraint function collection.

Is this expected, even if the variable is no where near the semi-continuous break?

Can you disable a constraint like this during runtime, when loaded from an excel file?
